Closer rule.

 
On each reliever card there is a rating indicating the number of innings a reliever can pitch.  Beside this rating there is a slash (\) which has either a number or a letter N beside it.  That is the reliever's closer rating.  If a reliever comes into a save situation you must refer to this rating.  If a reliever has a number beside the slash that represents the total number of hitters a can face before he can have the possibility of becoming fatigued.  A numbered rating means the pitcher can face the equivalent number of batters before reaching his point of weakness.  Once the point of weakness is reached, if the pitcher allows a hit or a walk he becomes fatigued.  For example, a pitcher has a rating of "relief (1)/6" indicates he can face 6 batters before he reaches his point of weakness.  Then, if he gives up a hit or a walk he becomes fatigued and the dots come into effect.  If the opposing team ties the game and the game is continued, then the pitcher continues to use his closing rating for in game fatigue purposes however our excess pitching rule comes into effect for the following games.  Ex.  the closer with a 1 inning rating that pitches 2 innings is still burnt for the next game.
 
Examples:
 
1.Closer with a rating of "relief(1)/6" coming in a save situation.  Disregard the inning rating (which is 1)and use the closer rating (which is 6).  The 1st batter he faces diminishes his closing rating to 5.  The 2nd batter, his rating goes to 4.  If 6 players come to the plate his rating reaches 0, he is not tired yet but if he gives up a hit or a walk with a rating of 0 then he becomes fatigued.  6 is the best closing rating and only the top notch closers have it.
 
2.Pitchers with closer ratings of /1 to /5 coming in a save situation.  Disregard the inning rating and use closer rating.  Same deal as above except the number of hitters he can face before reaching his fatigue point is lower.  Ex. A pitcher with a closer rating of /1 coming into a game in a save situation, can face 1 hitter normally but any hitter hereafter getting a hit or a walk fatigues the pitcher.
 
3.Pitchers with closer ratings of /0 coming in a save situation.  Disregard the inning rating and use closer rating.  This pitcher is fatigued as soon as he gives up a hit or a walk.
 
4.Pitchers with closer ratings of /N coming in a save situation.  Disregard the inning rating and use closer rating.  This pitcher is fatigues upon entering the game.

On another note, the strat-o-matic company is looking to abolish the * ratings for pitchers in the near future.  Instead, SP's with 30starts and 200 innings or more will be 5 day starters and those not meeting the requirements will be 6 day starters.  Their reasoning behind this is that only in exceptional circumstances do SP start on 3 days rest.  In this modern era, teams have 5 or 6 men rotations (which explains the presence of MM getting the occasional spot start).  Might not happen next year or the year after but it's coming.  The cutoff to be a 4 day starter right now is 30 starts and 200 innings so if we wanted we could still keep the 4 day rule in effect if pitchers meet these requirements for our league purposes.  One way or another we will have to discuss this in the near future.

2-      Expansion: League has accepted a new franchise . Sebastion Daigle will be our leagues 11th team for 2010-11. Team name to be decided. Expansion draft to follow shortly with a Pick 1 / Drop 2 format. All players from the 2009-10 season that were drafted and not protected will be available to our new franchise. When a player is picked , the team who previously owned that player may drop 2 players from all available players available. This format will continue until our new franchise has 4 protected players. B-      Revisit Ghost Games

-Ghost games at Christmas break have been discontinued.

-          No change, Rule remains the same (+5- -5)

D-     Use of an Ineligible Player

-          League position is that any use of an ineligible player will result in a loss.

E-      Player Availability on Request

-          Home team required to submit to entire league within 24 hours of series completion the following info for both teams….

1-moves, 2- starting pitchers, 3- relief pitchers plus inning pitched, 4- injuries.

F-      BallPark Hr Robbing Rule

-          No Change. Rule remains the same.

G-     Part time player in for injury should not count as a start.

-          Accepted. Players with less than 300 at bats can replace for injuries without it counting as a start.

H-     Injured player being replaced by a full time player then allowing a ringer to replace at non injured position (Jeter/Arod situation during WW2)

I-        One MM on active roster instead of two.

J-       Add the Closer Rule.
